I think he's doing it entirely from inside the van, no gun or barrel sticking out the window.

Rick,

re: I've handled a Mini 14 and it would be no problem to

I have one and can tell you the accuracy of this weapon is pretty poor. The idea a sniper would use a carbine is just a bit hard to understand. At 100 yards it's lucky to keep the rounds in a 4 inch circle. My .22-250 is good at 200 yards and about 1/2 inch diameter circle. By the way a .22-250 and a .223 both use the same .224 dia. bullet, along with about a dozen other calibers.

He could be completely inside a van using one of the slide or pop open windows in the back.

Rick ...

I, too, own a Mini 14.....

I suspect that it would be "relatively accurate enough" with having a 5x scope affixed to
a) sight in
b) separate the barrel/scope assembly from the stock
c) store EASILY out of sight inside a vehicle
d) quickly put the pieces back together
e) shoot
f) disassemble and re-hide inside the vehicle

note that I said ....
separate the barrel/scope *(leaving the scope mounted) from the stock ......
although, the size of the scoped Mini is of itself, small enough to be easily concealed WITHOUT disassembly ....

I know this sounds foolish, as the sighting in with a scope and the sustainablity of the achieved accuracy is supposed to be inviolate..... with NO messing with the fragile nature of this operation ...
but, I "suspect" that the Mini 14 would be an ideal candidate for it to prove do-able.

Jorj and Jeffery are both on track as I see it with their current discussions on the thread ...
I feel that there is one addition, at least as the way I see this horrible situation ======

it is not a drive around and seek a target close to the avenue of escape which has been chosen
it is, rather, a set up the shooting from a chosen point
AND
then, shoot whatever target comes into the "killing zone" ....
this will insure a partial method of randomness into the victim selection .....

it is all rather cool and calculated in my opinion
horrid, agreed, but there is some method ....and some reason - unfathomable right now.
