I thought that Jimmy Carter's agreement with North Korea allowed the return of inspectors!

I dont' think you got that right. It did allow the atomic energy commission to check their heavy water plant. That was checked and was found to be no operating for plutonium reprocessing. It is still not operating for plutonium reprocessing. That's a pretty limited operation compared to the type of inspections that would be carried out in Iraq as soon as Junior steps out of the way.

Do you think Iraq is more trustworthy than North Korea?

The regime which has most consistently lied about this subject is Bush-Cheney.
