The election you are discussing, I believe, was a general election on the reunification of Vietnam, which had been partitioned at the 17th parallel.

The problem was that the Communists had taken over North Vietnam by force (no election) and the North Vietnamese government would not allow the people to vote freely.

Communist "elections" are like Iraqi "elections."

If everybody was free to vote their will, it would have been different, I'm sure.
