I don't see why this is so hard to understand.

The point with Iraq is to prevent Saddam from getting nukes.

Korea has nukes, so that is a deterrent.

Plus which, Korea is a client state of China, which is too big to mess with.

If Iraq was still a client state of the Soviet Union, we probably wouldn't mess with Iraq, either.
