The criminologist on CNN theorized that someone left the police a number where he would call them. Maybe a pay phone where they are to wait for a call.

Yes...I didn't get it either. Though I assume he said what he meant to say, since there's been no correction. One of the CNN criminologists suggested that it might be a pay phone.
