If this guy is really trying to establish a line of communication with the cops, it suggests to me that he isn't a foreign terrorist. Just a homegrown nutball.

The person that left the message knows damn well the police wants to talk to him : he left them a message for that!
So that point is void.

However, if that tel number is that of a lawyer, or a middleman; we should have here witness that thinks his chances of reward money are too good not to be written down in a contract, and possibly witness protection.

Not the criminal wanting to play some game.
