I suppose you could make the argument that an enemy of my enemy is my friend, and thus someone disaffected with America might be sympathetic to Al Qaeda. However, this doesn't necessarily make the disaffected person an Al Qaeda terrorist, unless you want to automatically define him (and his partner if he has one) as a "cell." Personally, as has been said here already, I'd just label him a nutcase.

CNN claims it's confirmed that Chief Moose was "communicating directly with the sniper" at his press conference.

I suppose that means that the note or telephone call the police received was from the shooter.
