I think that there is a good chance that North & South Korea can be persuaded to reuite. The resulting country may still keep the weapons but will be more open. (IMHO)

The truth is, the world cannot be kept in a state of technological deprevation forever. Weapons, including nukes, are going to be within the reach of most countries within another generation. If we are to survive it will be necessary to establish an international set of checks and balances. The most likely avenue is the U.N. but it is not currently in a position to play that role and it may be easier to form a new institution than to reform the old.

The Junior and Rove plan seems to be based on continual low grade international conflict to keep the technological base of emerging countries in a primitive state. This only ensures that when those countries finally have the technology they will be harboring a big big grudge against the U.S. and our interests.
