Could you be a bit more specific on the chronology and the type of aid we're discussing?

My reading of Pollack is that Saddam fought oil-for-food bitterly, then capitulated when he had no choice. He claimed that the escrow account system set up to deal with payments was an insult to Iraqi sovereignty, then back-pedaled when things got tough for ordinary Iraqis as a result of his intransigence.

Allowing oil-for-food was, at its essence, not even motivated by concern for the average Iraqi, but only a means to quell the rising tide against Saddam caused by the horrible living conditions Iraqis suffered. Recall that a very serious assassination attempt against Saddam's son took place probably caused by this rising tide.
