The police communicate with the sniper now via the public airwaves. If they set up an 800 number for him they'll tell him to call the hotline or other number they've used for past communication to get it. Once he has such a number he is assured of being able to use any phone he can get his hands on without any hassle at all.

If I'm the police, I get his such a number immediately. I'd be thrilled if he called long distance because I'd know at some point he has to head back home. Sooner or later they should be able to match license plates of cars leaving the areas of his calls.
