Hi Jeffrey S. Mitchell; But the whole point of the sniper's complaint is that he has no way of contacting the police. Their hotlines are always busy, except for the one time he got through and the policewoman hung up on him.

So far, the private communication is only going one way, from the sniper to the police. The reverse communication is through the news media.

I guess they could tell the sniper to "call them at a 1-800 number obtained by adding the constant 131-7101 to the number you gave us that you would call us at", or something like similar, but right now, they have no way of communicating with the sniper that doesn't also communicate with the other 10,000,000 crazy people in the DC area.
