The only thing is seems to do is provide rhetorical support for the 2nd clause. Since it does do that I guess that is the reason it is there. I think if the founders had anticipated the confusion it would cause they would have eliminated it. (or if you are right about the 2nd amendment's meaning and purpose they would have rephrased the amendment combining the two phrases and saying something about the right of the militia to keep and bear arms or the right of the people to keep and bear arms for the purpose of forming a militia.
