This was the original phrasing submitted by Madison...you can decide why Congress changed the words.

The right of the people to keep and bear arms shall not be infringed; a well-armed and well-regulated militia being the best security of a free country; but no person religiously scrupulous of bearing arms shall be compelled to render military service in person.

rhetorical support for the 2nd clause
If it was only rhetorical, why did it mention militias and not to prevent indian attacks, or tory traitors, or to keep the government honest. I think the answer is pretty clear, only it doesn't support an unrestricted right, without precondition, to all individuals.
