I think we should cease direct subsidies of projects, but should provide some support of museums and theaters, in order to make them more available to the public. In the first instance, municipalities should provide support on the same basis that they might maintain park land or libraries. After that, states may elect to supplement funds, for example, to enable more school participation. And the federal government might provide aid for key regional institutions, in the form of grants for competitive proposals that would enhance facilities or collections.......
