a defense much stronger than Pakistan's True but that isn't a fair comparison. India is a lot bigger then Pakistan. Now in reality art or defense is a little bit of a false dilemma because art spending is unlikely to be big enough to effect defense spending but if a country is small and poor and it faces dangerous threats and it has the choice to either fund a grand art project or an adequate defense then I think it would and should go with the defense.
