It is much too personal a comment to make, especially when one doesn't know anything about the family. It is an implicit insult of the children (since it seems to say they must be pieces of work with such a parent), but even when that is not intended, it is a dreadful, over the line insult to the parent. The only circumstance, on- line, that might justify it is a pure tit- for- tat: someone just did it to you, so you feel free at that time to do it to them. It doesn't matter what someone has done in the past, especially the remoter past. Unless legitimized defensively, it is just wrong.
