The logic does not change with the age of the article.

Older European carriers with no plans to implement WCDMA have to do forklift changes to go to EDGE. Those that will do WCDMA rationally appear to have no interest in EDGE as it involves costs they can't bear to absorb at this time.

Illmarinen's deliria notwithstanding, I've seen no evidence that the technical problems involved in running both EDGE and GSM have been solved.
