GV's point is why procedures were not followed?

If ten fighter jets and a refueling tanker are used to monitor a Learjet with six on board in October of 1999 (Payne Stewart incident), how many fighter jets would you scramble for four commercial jets with hundreds on board?

It just doesn't make sense that jets were not scrambled until 9:40 am as claimed by GV

But, on 11 September, no decision to start launching planes was taken until 9.40am, eighty minutes after air controllers first knew that Flight 11 had been hijacked and fifty minutes after the first plane had struck the North Tower.
