I'm not sure if I would want them performing as the author wants but I would agree that they are mostly useless. At best they can talk about moral ideas and raise questions but you don't have to have a bioethics degree to do that.

Actually I think many of them still try to put themselves forward as moral arbiters but that the ideas being pushed by the bioethicists have changed in a way that the author doesn't like.
