We did not have ballistic missiles in Germany. We did have some in Turkey, and in fact made a secret deal to dismantle them, which was revealed about 20 years ago. Anyway, they were not "balancing the equation", they were creating a new instability in the situation. Further, no one in a strategic competition with a totalitarian enemy committed to his destruction seeks equity, he seeks advantage. Finally, you are assuming a moral equivalence between the two systems that I find quite disturbing......
