Yes... I think Newt and his "contract with America" did open up more partisanship...

But I think that this was a reactionary strategy, aimed at contending with what has been tremendous partisanship during the '80s and early '90s on the democratic side (I don't recall much of the '70s, not being so politically aware at the time.. :0)

Democrats, imo, are more prone to political "knife-fighting", especially with regard to race-baiting. Whereas republicans have felt a duty to not reciprocate. I think the Clinton years put aside a lot of this aversion to "dirty politics" and he provided a tempting, and often enabing, target.
