In other words, we could send in the Marines any old time, without Security Council authorization ? which is exactly the situation that "our trusted allies" France and Russia want to avoid.

But this is just the language required to prevent Saddam from trying to delay and obfuscate the inspection process..

It's highly unlikely that the US would "launch" into invasion mode over a minor infraction.. But we have the ability to fall back upon that verbage to force Saddam to comply or face the ultimate repercussions.

It's self-defeating for the UN to limit its options when drafting this resolution. It should be the equivalent of a demand for "unconditional surrender", which would not be implemented unless we perceived Saddam became obstinate.
