New Zealand.

No complaint apart from the time duration for the process to work thru. A typical case in the US is : 8-10 years to get a Green Card, 5 more years to be eligible to apply for citizenship, and 1-4 years for the process to complete.

I think Belgium used to have voting rights for resident foreigners, as well as a fine for all those that didn't go to vote.
