In the case of Democrats, and Democrats alone, the "turnout" effort consists entirely of: Phony, bought and paid for registrations. Dragging human zombies who aren't even aware there's an election going on, to the polls and instructing them to vote for people they've never heard of. Encouraging Democrat precinct captains to manufacture votes among those never cast, or just plain creating ballots (Philadelphia's miraculous 100% "turnout"). Getting mush-minded college kids to vote multiple times. AND: Facilitating all this by steadily destroying the integrity of American democracy through "motor-voter", same-day registration, "early" voting, the preclusion of identification requirements, and a crusade against reasonable literacy requirements. Of, course the Republicans are greatly responsible for this section, as too many "neo" consevatives allowed themselves to be intimidated into failing to stand and oppose these travesties...
