To Sharansky, the cardinal rule of international relations was coined by Andrei Sakharov: "Do not trust governments more than governments trust their own people."

Very nicely put.. But I think it's gone too far for someone like Sharansky to find success in a Likud government..

However, there will certainly be a place for such ideas once the Israeli people perceive that the militant factions within the Palestinian community have been defeated, and the perception that they can use violence to obtain their ends is quashed...

Again.. all of this could have been different had not Arafat led his people done the path to violent confrontation, but chosen a pacifistic, but resolute, political strategy which aimed to embarrass Israeli leadership and cast them as a nation relying upon military strength to control a peaceful Palestinian population..

Arafat has created the perception that the Palestinians offer nothing but violence and conflict for the region should they obtain statehood.
