Why do you consider it a bullish view?

Funny you should say that because I thought the same thing going in, however many bears voted Yes. What does it mean? Who knows.

ATA, bullish or bearish in what timeframe?

For example one can (at the same time) be bullish on the 5-minute charts, bearish on the hourlies, bullish on the dailies, bearish on the weeklies, etc. at any particular given time. That's any extreme example, but I think looking at things in multiple timeframes is part of the key to successful trading.

BTW, I think of SI as neither bullish nor bearish at any given time, but is merely a collection of trend followers in their stated timeframe, at least the good traders are anyway. SI might seem bearish because we've been in a bear market for quite a while. But I think the good traders take off their bear suit and put on their bull suit at appropriate times. By contrast, the more deeply believing bears still stay bearish until the trend changes or until they've had enough and give in. One can usually tell who this latter class is because if the ST action becomes bullish these people start framing their arguments in longer term timeframes, or if the technical scenario goes against them they will start talking about fundamentals instead. The same is true for the other side of the coin, but I think ST nimbleness is usually the way to go at any given time, regardless of the technical or fundamental climate. JMO, of course.
