There is too much excess capacity for telecom companies to upgrade to a system that will use less optic fibre. So telecoms are, for the most part, not switching to DWDM.

In any case, the beef is that telecoms are not holding back investments for political leverage as your friend has suggested but because their demand is not growing as predicted, they have excess capacity, and they are have heavy debt loads and cash flow problems.
