Yes, that is basically true. All Alaskan residents (of at least one year) get an annual dividend from a fund that is built on oil royalties. The dividend dropped in the last two years because of the falling stock market. If the market falls further the dividend may not be paid next year. On top of this the state is facing a drastic budget crisis, and the bottom has dropped out of the fishing industry.
