Actually, war was more popular in Germany than in France, and therefore the Germans were better prepared. I am just saying that if most of the population favored the Viet Cong, you would expect it to field a larger army, instead of being a relatively small guerilla force in need of the North. True, the South was having trouble pacifying the countryside, and allegiance to its regime was often weak. The average peasant had no strong political leanings, but wanted to feed his family. All of this tells us nothing about what the right policy was.....
