I think so too. He would probably be unable to refrain from his usual crap. In his case I would be unlikely to go through warnings, followed by temporary bans, followed by a permanent ban, I would probably just ban him. So I suppose conduct outside the thread has some effect. If you posted crap like that you would get a second chance after a temporary ban (along with a "have you lost your mind" PM :)
