I never said either that the Soviet Union would take over the world, nor that it would inevitably fail. I do not think that either is true. Communism is a failure, but that is not the same as saying that a quasi- socialist regime could not go on and on. The Soviet Union was not contained, without active measures from the United States and its allies. But further, its collapse was not inevitable.

There is nothing in the Constitution stipulating the grounds for taking military action, and nothing at all about covert action. The President, in consultation with the Congress, decides. The budget is either the normal annual appropriation to the relevant agencies, or special appropriations on an emergency basis. The rules of engagement would obviously vary from mission to mission.

Whenever the UN needs some heavy lifting, it calls in NATO, and, more specifically, the United States........
