There is no reason to believe that everything would have been fine without our counter- measures, and I do not feel like boxing with a shadow. What we know is, we won.

It has been held since around 1800 that the President can use military force, without a declaration of war, in his capacity of commander- in- chief. In other words, the Founding Fathers conceded that war need not be declared.

The point is whether it would have happened anyway, or even faster had they tried to swallow Afghanistan without US interference.

The Afghans were losing that war until the US "interfered". It was our supplying them with Stinger AA missiles that turned it. (And may now be turned back on us.)
