During the Reagan tax cut deliberations even people like Bill Bradley and Dick Gephardt were writing and pushing relatively flat income tax schemes. I had occasion to hear presentations from the proponents of the various plans. It is interesting that a flat tax on either sales or gross income which is set to raise the same amount of revenue the income tax raises tends to hit the same taxpayers in about the same way with an exception which has minimal effect on national revenues. That is that a sales tax really hits the conspicuous consumer, say a guy with a lot of toys, and rewards the saver / investor.
