That was right around that 1800 date that Neo mentions. And involved two of those Founders MSI mentioned. They seem to have not been as allergic to military action without a declaration of war as he thinks. Either that ot they had short memories about important matters and could not remember in 1799 what they had written in 1787

Like it or not, the US can take military action without an actual declaration of war.

And not just a few days or weeks or months worth either. Vietnam, an undeclared war, was our longest war.
