Not off-the- wall, but the reading of the climate is mistaken, and the focus is askew. Let us start with the focus: Northern Virginia is relatively affluent, dominated by government employees (including the military), and moderate to liberal. As a bureacratic stronghold, there is an absolute belief in credentialism. Thus, in the local environment, it is not at all strange to pass a school bond.

But even moving to the question of climate, there is an assumption that everyone is preoccupied with possible terrorist attack, or the possibility of war, and with whatever else might be adduced to cause malaise. This is simply not so. Perhaps it is because those of us in this area long lived with the knowledge that in a nuclear exchange, we were toast, or that terrorism has been a concern for a number of years, for example, during the Gulf War, but it is not especially on our minds. As for the imminence of war, many people are relieved at the idea that we might start cleaning up some of these external threats, so it is, at worst, viewed with ambivalence, at best, with sober confidence that we will prevail.

The economy, while not pulsating vibrantly, has been on a mild growth path, and the stock market looks like it is rallying. In any event, the unemployment rate and inflation rate both remain low, and so there is some anxiety, but no real alarm. In fact, a lot of what has happened makes people plan more for the future, to guard against contingencies. Therefore, a school bond might easily seem to be a solid investment......
