way I read it, he's doing in 1 shot something that would have required 2 shots. cut 25 in Nov, and 25 in Dec.

He's still got room to move - remember the theoretical "bottom" is 0% :-)

Yes, it was quite surprising. Especially since it will hardly have any positive effect on the economy and was done only for morale.
