This is going to be a real test for the Republicans. Can they effectively lead in a more mainstream style than they did in '94? If they can do so and effectively direct the craft around the democratic senate obstacles that are sure to be laid down whenever possible, they may gain again in'04 and perhaps even have more of a mandate. I believe this is a test by the US populace. They have stuck their toe into the water of giving the republicans a chance at governing.
