The new spending was mainly on the military. A huge bonanaza for Republican defense contractors.

What worked was that the federal government was in such debt by the time Clinton got to office that the Dems couldn't go on their usual spending spree on social programs. Now, it can be argued that the Democratic congress was responsible for the huge debt that the government ran up in the 1980s and early 90s, but Reagan and Bush always signed their spending bills and are just as responsible. They were happy to see the federal government saddled with debt. Who earns the interest from the debt anyway? Wealthy Republicans! Oh joy! God Bless America!

What worked?? The Reagan program brought us the great economy of the 90's.
