Most government properties are not at all like missile silos. In fact, of course, even a lot of military surplus is saleable on the civilian market. How much more so car fleets, office buildings, land itself, and so on?

If a program is wasteful, that is one issue. One cannot judge whether or not it is wasteful by whether one can "pay as you go", or have to borrow. That is my only point. Borrowing makes sense in preference to raising taxes, if one cannot trim the budget enough, for whatever reason, to bring it into balance.......
