If you want to watch the turnaround in the LA Police Department over the next couple of years, start tracking the moves of the New Police Chief, William Bratton. He is the guy who turned around the NYPD and got canned by Giuliani for taking credit away from him. I just read his Autobiography, "Turnaround" and was impressed. I have been following his initial moves a the LAPD and they have been right on, IMO. The LA Times is running a couple of stories a week on what he is doing.
