Clinton did it, but I don't conclude it was correct to have done so.

The very absence of a clear American interest made what Clinton did in the Balkans sort of noble. Although I don't completely buy that either. To some extent this was a mess in NATO's backyard that was spilling to beyond Kosovo to Macedonia, Albania and Greece. But it was not pre-emptive. There was clear aggression there and a long standing humanitarian disaster. If anything the UN and NATO waited too long to go break up that fight.
