RtS, market P/E doesn't matter according to a study co-authored by Ken Fisher [Forbes]. Backlog is decreasing: just check how much higher it is than at other bottoms. There have been only 4 quarters with a higher backlog and 3 of those were near the bubble peak.

There are lots of technology stocks trading for sky-high PE's that are at half cash levels, some are even cash flow positive. I think this is skewing the PE valuations on the S&P. The other problem is artifically low revenue levels from the networking side. I don't know if this time around we're going to get the traditional low PE from prior troughs, if it means tech stocks will need to trade for 1/10 cash. Jmo.
