I think the Dems will chew him up and spit him out if he hasn't made at least A LITTLE progress. At least, he could make enough of a start to be able to say, "hey, I'm committed to it in a second Bush term"...

There can always be a commission with some recommendations, and Bush will use it as a reason for not proceeding (waiting for recommendation), and will use the endorsement of the commission to strengthen his case. Just a guess.
