"Dirty bomb" with radioactive waste is a joke. Any substance that can kill or severely injure passers-by at any great radius would be so difficult to handle that the would-be bomber would be killed in the process of handling and hiding it. Radiation falls off at the squared of radius. Radioactivity is a physical characteristic of the element, so the would-be bomber would not even be able to store the energy for timed release like a conventional bomb that is based on chemical energy.
