I wasn't trying to say that the terrorists were competent.
(Richard Reed proved that at least some of them aren't.)
I was only pointing out that they didn't claim that the bombs were home-built.

EC, Put it in a container full of copper anodes, bury it well and the copper will shield it quite well.
Since less than 1% of containers are inspected, it will enter.
Then truck the bomb to a mini storage and pay the rent until setoff the bomb day.

To make disruption, a few small bombs on natural gas pipeline just before winter will cause a lot of problems. make sure you destroy the switch and compression stations. Take months to fix, many will freeze in inner cities and a lot of disruption will ensue.
To be really sure get the transmission towers and oil pipelines too.

Thus is not new, the Russians had this all planned with moles in place years ago.

They even had guys with rifles whose task was to put a round or two in every pole mounted transformer they could get around to ruining.
