There does need to be a way to negotiate Kyoto-like agreements without the UN baggage and the can be enforced. The task is not to achieve or maintain stability but to manage instability and to keep its expression within acceptable boundaries. I think we agree and are saying the same thing. Nothing interesting happens at dynamic equilibrium, phase transitions only happen when the system is unstable. However, you need structure as well. I see building a transformed IMF, WorldBank, WTO and UN that are effective (clearly expressed principles based on freedom to choose in government and economic life). I think the energy for transformation must come from each individual nation and the 'western way' cannot be imposed on a country. However, you have to remove the obstacles to this transformation as well. I don't want an American controled government anywhere (remember I am Canadian and we have 10X the clean water you guys have). We face a similar choice, I think, today. The world needs to be recreated; will we try to recreate it ourselves, by force, or to participate in its recreation. I think it is going to be the Americans leading (carrot and stick) not simply participating. They have the military to stare down people when needed. They also have the best model of entrepreneurism to demonstrate. My sense is that we need to remove the obstacle, provide some moral support and the rest will unfold. No american could have designed the Taiwanese for of capitalism. It was upto the the Taiwanese people. Paul
