Ben, the winning bid by Vesper in Sao Paulo is important for two reasons. First, it assures a CDMA foothold in the largest commercial market in Brazil. Second, it suggests that QCOM will continue to make strategic investments, which will add near term pressure on net income. Art

Art, it ain't over 'til it's over:

...An Anatel official said the winner of the bid won't be officially announced for up to one month and that companies can make counteroffers.

First, it assures a CDMA foothold in the largest commercial market in Brazil.

CDMA already has a foothold in Brazil. In fact, Telesp has a 67% marketshare in Sao Paulo.

Second, it suggests that QCOM will continue to make strategic investments, which will add near term pressure on net income.

Shouldnt this only effect cash flow? Are you already planning to write this money off?
