Yes, Moslems or Christians can get married in Israel. What the article is talking about is the lock the Orthodox Jewish establishment has over Jewish practices, a considerable sore point with the majority of Israeli Jews, who are secular. It has to do with the political clout of the Orthodox parties. "halachicly" means according to Jewish law, as interpreted by the Orthodox establishment.
