Les, this would be a very regressive tax. But both Greenspan and Bush favor it. Greenspan has stated in the past that he could bypass this part of the economic cycle by printing his way out of it. Bush would like it because it would shift the tax burden. If anyone wants to study this issue, I would suggest "The Creature from Jekyll Island" by Griffin. It helps people understand the Federal Reserve.
