The immediate action of arresting the criminals will not prevent the production of further criminals bent on the same intent. Identifying the source of the problem and addressing the issues that create the problem are a necessary process. The most effective weapon to undermine fundamentalism is prosperity. The price of a suicide bombing is about equal to the price of a good large screen television. Money paid by Saddam Hussein to Palestinian families who lose young men to the suicidal fundamentalist movement is often used to purchase just that. You cannot buy prosperity, it is the the conditions which create prosperity that defeat fundamentalism. Empowering groups has to be selective and specific if the wish is to create conditions which erase fundamentalism. The growth of prosperity does not ensure peace, Canada's history with the FLQ is a grim reminder that primitive conditions are not required when breeding anarchy.

Mr. Chretien's concerns in regards to unilateral US action are well known and you have identified a key point. If you have a hammer (the most powerful army in the history of humanity) then every threat looks like a nail. Even if the US decided to go ahead and countersink Iraq tomorrow, the threat would still be unabated.
